I would never, ever, ever join up with a scheme that expects an upfront payment from me - it's got "scam" written all over it. There are plenty of ways to make money on the interweb that don't involve paying anything, so why get involved in anything so dodgy?

Very true. At the end of the day, a constitution, like any other law, is just a piece of paper. You need more than that to keep freedom alive, what keeps a country civilised is if the majority of the general population have the spirit of freedom, individuality and respect for each others' rights as part of their culture.

It depends on the situation and the amount of money. If it's small change, don't bother, it's very unlikely that the owner will come looking for it.
