I agree because ideas give birth to actions. One idea can result in many actions. An action once done is done. An idea can fester, grow, or it can die. The orginial thought once expressed, does not have to be acted upon by the originator. Once expressed, anyone can follow through and possibly repeatedly. Remember the quote, "The pen is mightier than the sword."--similiar concept.
