I'm usually the one calling. We had neighbors that would party until 2-3AM. I have a 3 year old little girl who gets up at about 7AM every morning, and sleeps like a log. I haven't read all the replies, but there's one glaring problem with your idea. If you charge the parents with a criminal offense, you just add that many more children into the government's foster care system. (Or whatever system they have.) So, in turn you are actually creating MORE problems than you are solving.

I don't know if I can just pick one. The Beatles, definitely. The Rolling Stones as well. Also, Nirvana. I know they are more recent than the old bands, but they have continued to influence music and still get constant radio play where I live, at least.

Well, there's WIC, and if they are on food stamps often they are on WIC. WIC just changed their food, I believe, because it was actually contributing to obesity. Taface, they did a study and found that white children (it was only white kids, though) on WIC were actually more obese than the average white child.
