It's good to be honest but there is a difference between being frank and being tactless. If people are telling that your friend is being rude, maybe she is tactless. We really don't celebrate Halloween here. It's not very traditional. Although, there are Halloween Parties and some villages have their trick or treat. Establishments decorate their own places with spooky stuff. However, personally I don't go to Halloween parties. I just let this day pass without doing something relevant to the celebration.
