What do you mean by featured list ? If you mean todays top or hot then the selection is automatic. To get on the hot list depends upon activity within your discussion such as responses and comments. To get on todays top is a mixture of things like responses and how the discussion is rated by others. I'm not 100% clear how todays top gets elected so maybe someone else has a clearer idea.

It means office of foreign assets control. Think it's something to do with the US Treasury. Mylot isn't allowed to pay people who live in those countries. Just Google OFAC to get more information.

I think 500 is fine. It's always been 500 and I don't see any reason to change that. It's easy to reach 500 in less than a month.
