 Is it bad, rude, wrong.... no, I don't think so. A friend request is just that - a request. No one says you HAVE to be that person's friend. And, as others have said they are occasionally bots - which should be denied.
If someone is denied once or twice, I think he/she should be able to get a clue that you don't want to be his/her friend at that time.
