How does rating works?

Hi guys! I'm new here. I'm kinda confused on how the rating thing works? Is it the +, -,! signs? If i start a discussion, does it mean that i could automatically rate a response? Help!

How long does your created discussion get a response?

I started creating my first discussion earlier and after 3 minutes, i got 4 responses right away. It really thrilled me and inspired me to create more discussions. How about you guys out there?...
