The usual price for reformatting here in the philippines is around 500 to 1k pesos. Still depends if the pc or laptop is on warranty from the dealer or manufacturer or not.

Also, the fact that a vast majority of paypal members are from the US and Europe. Since paypal is moving towards a worldwide money service provider they will need more ASIAN members and is possibly using the promo to encourage ASIAN investors/member...
