Meditation is about quietening the mind. This is it's prime purpose. Worrying thoughts, anxiety etc., are stories of the mind so anything that can still this is a positive.
But having said this, if the constant thought is worry and this never ceases, then I'd be sourcing what this is about, otherwise your meditation could be solely hijacked by thoughts thoughts and nothing but thoughts or worry. Get to the source. Regression Therapy would help in this instance.

Meditation will help IMO IF he wants it to...ONe can go through the motions of meditation (or anything for that matter) but only in a "on the surface" sense...In order for it to really help him he needs to REALLY meditate...make sense?

It depends upon him but that may just be temporary. He has to face what really is making him worry and have the solution for that. Otherwise, he will keep on worrying and no amount of meditation can get him away from worrying. Solve the problem so that the worry will go away.

Your friend's really know how to de-stress himself. It is a good habit to spare some of your time to meditate. It is a way of relaxing our mind, body and soul. Meditation can help him if he know the correct way of meditating. Ask him to join yoga.

Meditations, like many other techniques, are more like tools then solutions. They help to focus your mind and gain better control over your thoughts. They do not, however, make negative thoughts just 'go away'.
Perhaps you can ask your friend to apply what he has learned in meditation into the rest of his day. Be mindful of his thoughts, acknowledge his worries when they surface, understand that they are redundant, and gently let them go.

..hopefully meditating will help him to get to the root(s) of why he worries.. what he worries about is a good first clue.. Personally, I had enough happen to me early on in life, that no amount of meditation alone could have helped me a great deal.. but finding out about the higher power and who and what it is (the great spirit and spark of Life which is all good, even Perfection).. and what Life is and the purpose of this life.. that helped me a great deal, and meditation helps keep me in good touch with it..

Meditation is an excircise of the mind -- it CAN be a very spiritual experience.
But it being an excircise means that if you do it as Raven said 'going through the motions' it'll help a little. Unclutter his mind and calm him. But the better he gets at it, the better he'll be able to do it. It doesn't go poof problems gone, worries gone, or anything..it's just a way of figuring things out, dealing with things in your mind logically. Unscrambling your brain and soul I guess you could say.
So he should keep it up, liek with anything it takes practice..and yes, it will help him.
