Minimum hardwawe configuration:
p4 or Amd
atleast 256 mb of ram
minimum 40gb hardisk (sata 2)
17" monitor
dvd combo
2.1 speakers
350 watt power supply
airy or fully ventilated cabinet.
simple key board and optical scroll mouse
ups.

I works on the technical field and I think the bare minimum requirement is knowledge to use a computer. On a desktop computer, there are still so many that refers to the monitor as "the computer" and the base unit as "the cpu". I ask them if they have antivirus software and they answer what's that? Its not their fault as they are still learning and they have to start somewhere. What if a person that does not know how to drive buys a car?
For technical specification, it all depends on what you want to do with the computer. There is no point spending say $2000 on a computer if all you are going to use it for is the internet and word processing. You could buy a $200 computer to do that. The first thing I would ask is what do you want to use the computer for? If you a sales person what the minimum spec is then you will be paying a lot for things that you would not even use.
