I think the best time is on spring time. It is between March and June. Don't go there at school break time, it will be very crowded because full of tourist. You will also get a hard time to get a hotel room and you have to pay more for it. The weather is also nice on Spring time, not too wet and not too hot. In the summer time, it is very hot and jam pack with tourists. In the fall time, it is also nice but you will get a hard time for shopping because they only sell winter clothes at that time which is useless for people who live in the tropical countries. In the winter time, it is very wet and hard to go anywhere.

the best time to visit Hong Kong is during their end of season sale because all items are on sale and prices are marked down really low. Usually sale periods happens June-July and December. Summer sales are better because mostly in winter they only sell winter clothes.
