Making an interactive CD

Just the other day I was checking out a CD for kids from 1 to 7 years old. It was a very good CD having cartoon characters giving interactive lessons on numbers, alphabets, shapes, music, stories etc.. Was just wondering if anyone of you has ever made such a CD. Meaning how actually do they make such interactive lessons. What softwares do they use to make them..
