I think there's Japanese lesson in every university. You have to learn the language so they offer this Japanese language learning courses. It's part of their curriculum. you have to know how to read, write and speak in Japanese because the instructions in the classroom are in Japanese. Some people can speak english, but very few. But japanese language is really nice to study. I am studying Nihongo (japanese language) by watching japanese drama at crunchyroll ;)

I do not study in Japan before. But, I was once on business trip in Tokyo for 5 weeks. My colleagues can speak pretty good English. As for shop and restaurant, most youngster can speak pretty good English. You may try to contact the university there to find out more information. I have a friend from Taiwan studying in Japan many years back. What she does is she stayed with native family so she is well taken care of. She also work as a waitress for that family so she can reduce her cost there. BTW, the standard of living over there is pretty$$$$
