Who Does not Want people to get cellphones and who do they determine who does no

I would like to know what criteria do some people, etc. use to determine that other people do not need a cellphone? In other words, a certain group or people belonging to a certain kind of business say "No one in the or no one who is a --- should have a cellphone. I would like those who believe so to tell who they are, what they do, etc.

It's not that I don't want a cell, I just don't get one. My husband used to have one but he keeps complaining about the airmiles so he just stops using it. Now I have a small shop, I am considering to get one, but not until I have our budget sorted out. I just have the shop for over a year now so a lot of things still need sorting out more, then I will be ready to hav a cell.

I did not get mine until after I finished paying for this computer. So I have one now. I planned my budget to afford it, but do not plan to update it until later. It is just that I had been brought up with 'Do you really need it?' attitude from people which I usually translated meant 'you don't" So I had to go through all the reasons I did need one and I won. What I did was to save money for it, not all, but enough to pay for the type of plan I wanted and then I bought it. I also make sure I pay more then that month's or next month's bill, so by the time winter comes and it is blizzarding like crazy, the bill has already been paid for December and January.

do you mean it's more expensive in winter?
I never have one but they said it;s cheaper than regular land line. thanks for BR BTW
