today, my adsense account is blocked by google. Can i reaktived thats? can i request my earn before blocked? help me!! please

Oh goodness, have you any idea why they blocked it? From what I've heard that once it is blocked it is very hard to get back. I hope you are able to get it unblocked. I hope somebody can help you with this.

short answewr is no YOU cant reactivate it but different ip address with different home adressand name i should be ok...try it and see...however amke sure payments can be collected otherwise whole exercise is pointless
