How do you motivate your referrals?

Hello all,
My efforts are finally paying off and I'm starting to get get a few referrals here and there. At last count I have 17 in cashcrate, however they're not doing anything. :-( What I noticed too was that they were all outside of the US. Is cashcrate an international program?
How do you motivate them? Do you send them a note telling them to get with the program? :-)
What do you do?

When I get a new referral I try to send them a note saying thank you and give them a few tips to help them out. In doing this, I noticed that referrals are more prone to at least complete a few offers before giving up on a site.
As far as cash crate being international, I don't know, but odds are that it is not. The only two sites recently that I have seen a lot of international offers on are Kash Kitchen and The Cash CAfe.
