The Space Shuttle

I've been watching the news story about the gouge in the heat shield of the space shuttle. Now the "experts" are saying that it should not be a big problem. I have also heard that to fix it in space would be very dangerous due to the fact that astronauts would have to use the long arm and one would have to be tethered to it. I wonder if NASA is right and it will not be a problem or not?
