Thery to safe the most money you can. There is so many ways how to safe money.Cook at home and bring lunch with to work, use those shopping coupon, make shopping list and stick with it.With taking bath you spend three times more water like with shower.Choose right cover for your pot, when you are cooking and set in right cooker. You are saving energy.

Coupons are a great start. I get mine from the Sunday paper, but you can get them in abundance from www.kaboodle.com. Also, I thought of something when you mentioned energy. Getting those new GE energy saving light bulbs brings your bill down too.

Sit down and carefully look at your budget. It'll probably take hours to include everything. You'll probably find your outgo is greater than your income. Its very easy to not notice little things that add up to make you go over budget. After you have everything in front of you you can start thinking about what you need to cut down on or eliminate. Without knowing your exact situation I can't offer much more than that. I know in my families case the problem lies in the fact that even with two incomes we only have about $130 left after out monthly bills & groceries. Thats not much of a cushion should anything come up like an illness, car tags or repair or other nonmonthly unexpected expenses come up. As soon as one does we start falling behind.

Well, being as frugal as possible if the first thing that comes to mind. But if you actually want to make some cash (I feel bad for even mentioning this) and help someone, donate plasma. Not blood, but plasma. Most places in the U.S. pay up to 200 dollars for 2 or 3 visits to a medical facility to donate your plasma. You get money, but more importantly, you help save a life. I have never done this, but it was something that came to my mind. You can feel good not just about getting money, but aiding in prolonging someone else's life. : ) Also, have a garage sale. Ask family and friends if they have things they don't want and don't want to mess with. If they have things like that, you'll get the money while they'll get to get rid of some things. And a 2 or three day garage sale can merit you a nice sum. Even though it takes a while for this to add up, try recycling metal cans. If you have children, you can get them involved by having them pick up stray cans in the neighborhood. This teaches them environmental awareness, while also putting pennies in your pocket. Eventually those pennies will add up into dollars, slowly, but surely.

Well, her state might have that program, and hopefully they do because that is who I suggested it for. My state has it and I can name 6 other states you didn't list that have it. Besides all that, recycling cans IS NOT the one I would first suggest because the money adds up very slowly.
