Singara is more popular in Bengal and made in bengali style. It contains potato, whether it is peeled or unpeeled depends on the shop. But often it contains groundnuts(Badam), small pieces cauliflower(in winter). You will get singara in small sweet shops in almost all neighbourhood.Singara is smaller in size compared to Samosa. Samosa contains a lot of spices and made with Ghee, rich and flavored, served with chutney. If you are in Kolkata, you will get Samosa in Haldiram/Gupta Brothers/similar big or mid sized shops etc. Singara is available in small shops , mostly owned by Bengalis.

I also dont have any idea how they are differentiated,But i like both and i dont think there is any difference in the taste as they both are good to eat when it is hot.
