Firstly, they don't have the full parts. Usually testes and ovaries and extended female genetils. Most of them genentically are female and this condition is a corruption of the genes at around the 4 week stage of gestation. We all start out with female genetils and it isn't until about the 8 week stage that they change to male if you are having a boy.

Hermaphrodites are not all that common in today's society but it does happen from time to time. In third world countries the babies are usually taken to another country to have operations and procedures performed but they have to do DNA testing to determine if the child has a stronger male or female composition. Hermaphroditic situations happen in animals as well although they are more than likely to be killed by their mother at birth or shortly thereafter by a predator.

I assume you mean hermaphrodites, but I don't get the question. If a person of any gender (or both in this case) is with someone other than their partner, and their partner believes their relationship is monogamous, then it's cheating if they are with someone else.
