car crash, but is the government at fault

today in montreal, a tourist from nova scotia turned right into a tunnel, and was hit by an oncoming car in the tunnel. Why did it happen? Because the warning signs to say not right turn was not there. They have been missing for a week, even though the neighbourhood had complained. Many people took a right turn without knowing they shouldn't but this was the first accident. Now that the accident occured, the tourist was 19 years and has a broken leg, and the other driver was a 47 year old woman with multiple fractures, now the city is replacing the signs, but are they at fault? yes or no? please explain

I absolutely think that it is the fault of the governmet because it is their responsibility to keep the signs and everything up..and if they are the ones that took it down and know that it is down..they should be the ones that put it back up..because in some tunnels you can't see that far ahead of you..and now this has happened because of no signs

no they didn't take it down, they just weren't very fast at putting it back up after the neighbourhood complained. They are doing an investigation to find out how come the signs came down.

I think so (the city) is at fault. The tourist had no idea about the no right turn. Also the city got the report they were missing. Should have been took care of right away.
