Payments request from Paid.vg

Paid.vg states that non-premium members can only request payment on the 22nd. However, I tried to request the payment on 22nd yesterday but still got the message : Sorry, you can only request payment on the 22nd unless you are a premium member. I have checked their forum and there are many others who got the same problem. The admin has not yet replied on this issue. What do you think? Is Paid.vg a scam?
