how to upload picture in giving respond??

I notice that you have 375 posts and this is why you are unable to upload a picture when you give a response. When your posts are up to 500, then you can upload photos for your responses. Besides, at that time you can copy and paste, too.

You will be able to soon. The minimum is 500 posts. It really doesn't take that long. Just a little time and patience. Before you know it you will get there. Happy posting, and good luck.

Not everyone who has more than 500 posts apparently knows that it takes 500 posts to get the option. (I should note, that I have posted 1 picture. I don't know why they let me do it, but it was an option. I can only assume it was a glitch during upgrades or something.)
