Why can I never find a garbage can?!

Here in my hometown we have a sad lack of garage cans. My hubby says in Australia they had garbage cans on street corners and light poles etc. So this bothers him more than me as I am used to it but why is it when I have garbage in my car I can't find a garbage can. It is no wonder people litter out the car window. We have garbage cans at some bus stops and at gas stations but when you need one they aren't there or they are over flowing. How can we keep the city clean and trash free if they won't supply garbage cans. I can walk for blocks holding on to garbage looking for somewhere to put it without littering. Besides keeping the sidewalks clean and litter free we could employ more people. How about in your town, do they supply enough garbage cans to stop littering?
