Changes urged to protect public from fugitives..

Federal lawmakers and advocacy groups are calling for new laws and grants to close gaps in a criminal justice system that allow hundreds of thousands of felony fugitives to flee and evade capture. What changes do you think would work? Are laws being passed in you area?

I really would have no idea. I don't think we can GPS chip all the fugitives, but maybe we could implant on of those radio-frequency id chips in them and set up scanners. If the guy does escape, he has to get surgery to take the chip out or avoid cities.
