Victim hacked with machete in Government Center! How can this happen?

Government Center in Boston is a rather large, very open area with entrance/exits to a major subway line. A 19 year old guy was attacked with a machete at 4:00 pm which is the beginning of the busiest time in that area since people are getting out of work and going in and out of the subway station. How the heck did an 18 and 15 year old not be seen carrying a machete in broad daylight? Are people so busy that they don't notice something like that?
