why do people hand their keys over to their underaged kids?

yesterday I was getting out of a narrow road to highway and a kid came from don't know where and smashed his 100CC bike in my 150CC bike. I had some scratches only, but my bike's front exal is turned into pieces. I want to know why there is no such thing in these parents as "care" for their kids? what if that kid was not wearing helmet? he must be lucky or else he'd be dead today for his parent's mistake.

A lot of people let their teenage kids to use their motorcycles.For these kids bikes are vehicles to test their maximum speed and they ride as carelessly as possible.Anyway if you get hit then it is better to note down the number of the bike and inform police than to go for a fight with those children.

People who would do that do not deserve to have a motorcycle in their household, It's so easy to kill yourself on a bike and children should not be able to ride them until they can understand that.
