UPDATE: The Barking Is Driving Me CRAZY!!

Well it been a week now and there has Been NO barking!! 
YIPPY SKIPPY! I cant believe it. My little talk with her actually worked! Im just hoping it stays that way.
The other day the dogs were out during the middle of the day and were barking. Well I didnt mind to much because it was the middle of the day. I was impressed to see that they only barked for 5 minutes and the lady came out side {Ive never seen her come outside} unhooked the one dog from its chain and took them inside! 
I was stunned! Normally the dogs would have barked for hours on end. I guess she finally realized that the neighbors arnt happy about the barking. Thank God for that!
Sometimes thats all it takes is a friendly talk with someone to get the point across. I wish more people would do this instead of resorting to violence. The world would be a nicer place to live.

That is great copperkitten! Congrats on your success! I'm glad it worked! And, Thank God the woman was smart enough to understand that it really is a nuisance all the time and actually has taken action to make sure it doesn't continue to happen! That is great! There are people who can be politely told, your dog is keeping me up at night and they still don't do anything about it the very next time. LOL! But, that is great to hear that you were able to settle your problem!

Thank you Cortjo! Im so happy about it. Im glad she got the point. I just hope she dosent do it for a while then go back to letting them bark all the time again. If so then I will take the appropriate action.
