why does a star rating fall down-do you know how many people should rate it neg

I know that rating takes our star and points up or down, positive or negative as the case may be. Do you know how many people should mark it for it to go up or down by one point? say for e.g. if it is at 90, how many should mark it positive to get it to 91 and how many the opposite to get it into 89?

i do not have the clear idea. but still i think it takes many to mark + or negative to make the reputation up or down. i am victim big time.
