What does an upside down flag mean?

ON Tuesday, a neighbor was flying their American Flag upside down. Exactly what does that mean?

while I would not think someone who is land bound would fly it upside down for indication of distress (as it would be much easier to just call 911 than to string the flag up - upside down).... I hope that it is not done as a rebellious thought against our nation concidering how many brave men and women have honorably served this country their entire lives - some even giving their lives.
Trying to think the best of others I have to conclude that it was somehow an oversight, an accident... I can not stomach to think that a countryman would willfully disrespect

I would hope that you are right, and that this was just a mistake on their part. If it was a rebellious thought, it might have been toward our elections as the flag was put out on that day. Maybe they didn't like either candidate. Whatever the reason, they shouldn't disrespect our country be flying the flag upside down!

It might have been a mistake. Although wikipedia is not really reliable this sounds right:

Upside down is a sign of distress.
Some fly it upside down now as a protest, as a sign of "our country is in crisis" which could relate to the war, the economy, and/or the constitutional rights.
You might want to casually inquire with your neighbor, if it happens again;)

A flag flown upside down is suppposed to be a distress signal. I wonder if your neighbor maybe accidentally flown the flag upside down maybe they ddin't notice it.
