on-mouse-over effect in php ?

i try to google it but cannot find anything about it ... i whant to know how can i add this effect on my designated site
if you doesnt really know what is this effect let me explain you ... some link on my site who is writen in lets say red color, and when you move your mouse on it it will become a blue one, after you move you mouse from this link it will again be a in red color
how can i do that :?

well I know of the command but not sure how to use it. I did find a site that can help you out and here is a link to it.

ups i didnt see that i need to register, and i need to become a premium member to see all answers ... thanks for it anyway but i think that i will need to find another place, i try searching them and ee all about making mouse-over with images so i will maybe register for a trial just to see that one if i doesnt find this answer anywhere else
