NJCode on Biohazard Waste

We have just completed construction on a new morgue. A holding tank was placed underground to collect biohazardous waste (and would have to be emptied upon reaching 1500 gallons). Why was this done? Is it a NJ Code requirement? If not a code requirement, could this holding tank have been avoided and if so could the waste have been disposed of throught the sewer system? Please let us know as soon as possible. Thanks again.
