Water as petrol

it does exist. A friend of mine redid his engine to run on just water. It is amazing. He said he was going to post the instructions on the internet. He got all the materials from the hardware store for about 300.00. he said it was so simple. He tried to explain it to me but I am not that smart when it comes to cars so to me it did not sound simple. It would be a great idea but I can imagine the government will shut him down real quick if it gets out.
