Can a WORK PERMIT for Edmonton ALberta Canada bring along Spouse and children?

I have a friend who was just hired for a govt agency in Edmonton Alberta Canada as a Nurse.They were told that they can bring along with them their spouse and children as they arrive in Edmonton together.IS THIS TRUE? IS THIS POSSIBLE? Some of those who went ahead who have spouse and children didnt bring them along yet and were to follow them 3 - 6 months processing of papers. This time, my friend belonging to the new batch were told that its their option to bring them along or to follow them in 3-6 months time, provided that the expenses of their family be theirs. Anybody here who knows anything about this? It would be a great help. Thank you.
