How unverified Paypal get verified?

My paypal account is still unverified since I joined this last 2007 because I don't have a credit card, I am using my ATM card with a visa seal and it was accepted by the paypal. Clicking on the unverified link there is an information asking for the 4 digit Paypal Code. Since I do not used debit or credit card, I do not receive the billing statement with the paypal code. Is there any other method to get my paypal account verified?
