how to cashout in Isabelmarco properly

Now, cashout in Isabelmarco costs $9. It'd be ridiculous if we pay $9 and receive $9. But it'd be unsafe if we wait too long to accumulate bigger payment. I have no idea how and how much is better, it also depends on how many referrals are working.
What's you guys' stragegy?

My strategy is to chalk this one up to FRAUD. What Isabelmarco has done is fraud and I am realizing that I have been taken down the river and refuse to participate any longer.
