Hi I prefer blogspot. Because it's easy to navigate and their SEO service is also good. There are other platforms which you'll find if you just do a little searching. But I have never used them although all of those are alomost similiar so far as useabilities and other features are concerned. I don't know any blog platform which pays for using them. But if you have a blog, you may check payperpost type programs which pays you as you write blogs. The pay rate varies. Although my blog is selected for one of the payperpost programs, I have yet to write for them. This is what I know about your topic.

For beginners blogger is the best. Its easy to create a blog and user friendly. It comes with predefined templates. All you need to do is type the content. No need to know html and other stuff. Wordpress is another good website to create blogs with. I created my first blog with blogger. Now I'm doing my second with wordpress. With wordpress you can get a lot more customizing options.
