I came across a website that wanna shows me to advertised in google for free. Is it really true one can advertised free using google adword?

No I think you misunderstood it.
The website you are talking about probably will give you Voucher Card to fund your AdWords account. Usually it's ($25 , $50 , $100)
PS: You can only use these Voucher cards with new AdWords account. If you already have an AdWords account and already paid at least one time you wouldn't be able to use these Vouchers.
