This is a Scam! A visa card is free. You pay after you make a purchase with the card. There is never a charge for a Visa card. Do not buy this card online.

I am 100% sure that it is a scam. Look at the words that the person who posted it wrote "just for 199.99 USD" If it were so easy to buy US visa online, this site would be blocked for a long time, think how many people want to emigrate to US. You must better look up in the US governamental's sites and don't belive that is so easy to get US visa, you must apply for it first and see if you qualify. Good luck boy!

I wouldn't trust it, especially in these times of increased security. A visa application should go through the normal channels: a reason to be in the US, a reason to stay, etc. Visas (i.e. visit) are fairly easy, especially tourist visas and student visas. Green cards are more difficult (i.e. live AND work). The trick with the US is to have a job that they need YOU for: officially, a company has to prove that an American wasn't available for the post, so they need a green card for you. There *is* one oddity, though whether they still do it I don't know. They used to do a lottery once a year and give green cards to people who applied. You still have to fill the normal agreement ("I will not blow people up, I'm not a communist, etc."), but you avoid all the paperwork and difficulty usually involved. Years ago (15 years!) I was interested and read a book called "How to win the US Immigration game" which explained it all very well. I don't know if there's a current version, but I suspect so.
