Why are there so many teenage mothers in Britain?

Britain has one of the worst rates of teenage pregnancy in western society. Is this related to the high levels of benefits given to single mothers regardless of age? Is it poor parenting where the teen is desperate to escape from a loveless abusive home and believes that a baby will love her unconditionally and be a cute cuddly teddy bear? Or more likely that teen parents are children of teen parents themselves - like mother like daughter? Or that they are more likely where there is no father role model? http://news.bbc.co.uk/2/hi/health/7815650.stm What do you think?

Teenage pregnancy - Teenage girls becoming pregnant
I feel that it is bad parenting. In Aregentina a 17 yrs old girl has become pregnant three times and has seven kids. First was a boy (born when she was 15 yrs), then triplets (girls) and again triplets (girls).
