Hey Ari, Link exchange means exchanging links of your site with someone else site or blog. If you ask someone to post your sites link to their site and in return you post their link on your page. ITs Link exchange. And if you exchange link with sites and blog with high PR you can increase you PR(page Rank) also. Hope this helps.
