I think it's an interesting idea, but one that will be difficult to execute. For starters, you'll have to think about where your site fits in accordance to your country's gambling laws, as well as taking into consideration the restrictions that may be placed on those from other countries. You may also have to somehow establish yourself as a legitimate lottery agency, though perhaps this can only be done by the government, I have no idea. I think many people would think it's a scam, because what way is there to guarantee that a real person has actually won? What can assure them that this person exists, and that this person isn't related to you? If I stumbled upon a site like that, I'd be very skeptical. Even if it were registered as a legitimate gambling agency, I'd be thinking of the possibility that maybe it's rigged. Since it's online and there's no way for me to see the drawings, the process, the participants, etc. it's very likely it could be rigged.

Hi GemmaR! There are a lot of people who are buying lottery tickets and I guess, because everyone wants to have the chance to win big bucks someday. I really don't have any idea on how to run an online lottery and don't have any idea at all if it is just easy to run it. However, I do think that many people will buy lotto tickets online as long as they know that the lotto site they are joining in is credible and reliable.
