I need to locate a site where you can swap referrals

I have been searching on the web for a place where I can swap referrals with others. I am looking for a place where you can have someone sign up with one of your programs if you sign up with one of there's. Do you know of anything like this on the web? If not it probably would be a neat idea for a website.

I am willing to do any site that doesnt require my cell phone or credit card (100% free) In return, I have P2S, where you complete offers for either points to place orders on amazon.com, or cash which you can pay out to paypal or as a check. PM me if you want to swap!
