Anyone know how to customise Simple Machine Forum?

Hello people I have been trying very hard to get answers it many forums including their own, however I have yet to have a reply. In another attempt to get respond, I hope some technically savvy person can find me. Am I able to user dreamweaver to customise my forum. if so how do I do it thanks.

Well I do not might trying provide they provide step by step instructions to get me start, I like to have a good nice blog that people like to come by often.
