PTC vs. PTR

What is the difference between Paid to Click and Paid to Read? I do some paid to read ads, but is that the same as PTC, since I'm clicking on the ads? I replied to a discussion once about which PTC I use. The person that started the discussion said Hits4Pay, etc, were not PTC's. So, what is the difference?
