When will you shop when there is a discount sale or sale with out discount ?

I do shopping when do i need the thing not based on the discount they offer .......what about you

i seldom buy things unless they are on sale. i dont have the resources to buy items that are not a good deal. i seldom go to the mall unless there are sidewalk sales (i do go to an outlet mall though because i can generally find deals there.)
i also shop at thrift stores fairly often.
But...I do like buying when there's a sale...cause you can definitely buy more stuff.
