That's about how it works in my household. My husband leaves finances up to me. That said, we do discuss things before either of us spend money that does not go on the bills.

In India ,, when I was young ,, ladies used to stay home,, men would do the shopping,, ladies would write a list,, also ladies will do the shopping ,,for what they needed,,now anyone Or both are employed,, so any could do the shopping ,, In my thinking both should make up the shopping list,, both should decide what is necessary,, where to spend and where to save,, and most important is to plan for th future,,

I firmly believe the husband is the head of the family. That does not mean he should be a dictator, but that he should be a loving caretaker. If a husband decides that his wife is better at handling the money that is fine. Idealy couples should talk things over frequently and be in agreement. But when it is a decision they can't agree on they should go the husbands way.

My fiance and I are not yet married but as of yet our financial decisions are made together and we also balance our checkbooks together. We do not have a joint account, we had but when we joined mylot and started with paypal we needed two different accounts, since online is our only means of money, we closed the account (my old account turned joint) and I got a new account.
