What is that star thing on other users names? And how do I get them?

The "star thing" shows your reputation so if you rate my comment positively your reputation increases ;) You will see the star when you get passed 100 posts.

Yea if you rate anyone's comment negatively their reputation will decrease, although it is worth noting that you shouldn't go around rating specific people negatively, it will probably be noticed

I was wondering the same thing. It's reputation so I guess it has to do with people voting your post as a good one maybe
