Why we must to be friend with the owner of picture before give comment? / myLot

I tried to give comment to mylotter picture but it upset me because i must be friend to the owner of the picture.I think it will take time to get the friendship.Maybe i will just rate at the picture and not give good comment.Do you know about this problem?Have you experienced it?
