Local isp not sharing connection lines anyone has problem with this one?

have you heard of isp providers not sharing transmission/connection lines to each other? In this country, two of the biggest provider, bayantel and pldt doesn't share all of its transmission lines, our connection comes out of our country then goes back in and i am angry about it. This is really a problem when your playing in battle.net or playing on virtual lan. i have a friend that is a pldt user and i am a bayantel one. we tested our connection using some direct route method and our latency is 300 and where just a few blocks away! i hope some contact local ntc about this problem
